YBP – Determining administrative procedure reform is a key task to improve the investment environment and put the satisfaction of the people’s and businesses and also the index measure of administrative reform, Yen Bai province has drastically directed to achieve important results in administrative reform, which contributes to improve the provincial competitiveness index.
In the last time, Yen Bai province issued Action program “Improving the investment environment, improving the Provincial Competitiveness Index (PCI) in the period of 2015 - 2020”. The objective is to focus on improving the quality of the apparatus of government. In which administrative reform is considered as a breakthrough making the fundamental change of the administrative apparatus.
Especially, 2015 was the first year Yen Bai province evaluated the result of determining the administrative reform index of departments, agencies and People’s Committee of districts, city and town.
At the same time, Yen Bai province focused on public finance reform through implementing allocated workforce and administrative expenditure management for state administrative agencies under Decree No. 130/2005/NĐ-CP of the Government dated October 17th 2015.
In order to make a breakthrough in the administrative procedure reform, Yen Bai province implemented many solutions to improve the Provincial Competitiveness Index, such as: directing sectors to post a bill publicly, shorten time, simplify administrative procedures; selecting and arranging staffs ensuring responsibility, capacity, qualification, friendliness, politeness during contacting, resolving administrative procedures to meet the need of the people, businesses and investors.
By focusing on the administrative procedures reform, Yen Bai province not only gained marks, the rank on the results of administrative reform in 2015, but also attracted many big domestic and foreign investors to make billion VND, such as: The project “The Center area of trade, services, restaurants, projects with invested capital of thousands of Events” of Hoa Sen Group; the project “Investing to build center of trade, entertainment and shophouses” of Vingroup; The project “Investment for breeding, processing rabits with high - tech in Thuong Bang La commune of Van Chan district of Nippon Zoki Company (Japan)…These are the good signs and important prerequisite for Yen Bai province to develop to a new level.
