The Erex Sukara Yen Bai Biomass Fuel Plant project is being built on an area of 6.08 hectares, in the North Van Yen Industrial Cluster in Dong Cuong commune, Van Yen district, with a total investment of 509 billion VND. The production line includes 150,000 tons of biomass pellets and 150,000 tons of wood chips per year. The project's operation period is 50 years from the date of investment approval. To date, the project has completed the investment approval procedures and started the construction of project components; the site leveling work on 3 hectares has also been finalized.

The project is currently in the process of carrying out land-related procedures, applying for land lease, and obtaining land use right certificates for the expansion area. However, there are still some difficulties in land acquisition and compensation for the expansion of the CN08 industrial area; there are also obstacles regarding the compensation for the remaining land area related to the internal road within the industrial cluster that connects to the plant.

The Yen Bai 1 Biomass Power Plant Project has the total estimated investment capital is over 2,971 billion VND. The project is being constructed on an area of 10.76 hectares, with a designed capacity of 50 MW of biomass electricity generation per year.

According to the project investor's representative, the project currently faces several obstacles and difficulties, including issues with adjusting the investment plan documentation. The connection road from DT 163 to the industrial cluster has not been completed. There are challenges regarding the routing for the 110kV transmission line and difficulties in connecting wastewater for the plant. Additionally, negotiating the Power Purchase Agreement (PPA) has taken a long time due to the implementation of a new pricing framework after the current FIT pricing mechanism was canceled. Furthermore, there are obstacles in the land clearance process for the remaining area related to the perimeter road around the biomass power plant.

At the meeting, representatives from provincial departments and Van Yen district discussed and clarified solutions to address the difficulties regarding the adjustment of investment plan documentation, the routing for the 110kV transmission line, wastewater treatment, and land recovery and compensation for the remaining area related to the internal road within the industrial cluster.

Speaking at the meeting, Mr. Ngo Hanh Phuc stated that the implementation of projects is currently lagging behind schedule. He urged provincial departments and Van Yen district to continue closely coordinating with the project investor to promptly resolve any difficulties and obstacles that arise during the project's execution.

Regarding the Erex Sakura Yen Bai Biomass Fuel Plant project, Mr. Phuc assigned the Department of Agriculture and Environment to take the lead in coordinating with relevant agencies to assist and guide Erex Joint Stock Company in completing land procedures, especially for the 3-hectare expansion area of the project and the internal road within the industrial cluster connecting to the plant. They are also to guide the completion of environmental procedures as required.

The Department of Construction is tasked with leading and coordinating with the Department of Industry and other relevant agencies to support and guide Erex Joint Stock Company in completing the design appraisal and obtaining the construction permit as per regulations.

Mr. Phuc requested Van Yen district to urgently complete the land clearance for the 3-hectare expansion area of the project and the internal road connecting to the industrial cluster. They must also finish constructing the access road to the north Van Yen Industrial Cluster and ensure the technical infrastructure for the investor to implement the project. Regular monitoring and support should be provided to help the investor resolve any issues that arise during the project's execution.

For the Yen Bai 1 Biomass Power Plant project, he assigned the Department of Finance to lead and guide Erex Yen Bai Biomass Power Company in completing the appraisal and obtaining approval for the adjustment of the investment decision as per regulations.

The Department of Agriculture and Environment is to lead and assist the Company in completing environmental procedures as required. Additionally, the Department of Industry and Trade is tasked with guiding the company in finalizing the routing agreement for the project’s transmission line.

Mr. Ngo Hanh Phuc emphasized the importance of this project in Yen Bai province and urged the investor to proactively provide timely and complete information regarding the implementation status of the projects. He encouraged discussions about difficulties with relevant departments to compile reports for the authorities for consideration and resolution to ensure progress is maintained.
